Call for projects

The French Ministry of Education, Children and Youth is launching a call for projects for :

Creation of "Socio-professional integration centers" at GDL
RELANCE class 12-16 years or RECONNECT class 16+ years

As part of the government's policy to support and supervise children and teenagers, the Ministry of Education, Children and Youth is launching a call for projects for the creation of socio-professional integration centers. This document describes the purpose of the request and the conditions of participation for managers working in the child and family support sector.
The CISPs are alternative schooling centers whose organization and missions enable them to take better account of the needs, skills and interests of teenagers experiencing difficulties at school. Young people are supervised not only academically, but above all socio-educationally, in order to strengthen their social, emotional and possibly vocational skills (especially for those over 16).

The creation of Socio-Pedagogical Integration Centers (CISP) is one of the key ways in which the Ministry of National Education, Children and Youth (MENJE) is responding to the distress of these students. CISPs play an important role in the fight against dropping out of the education and school system. They propose measures relating to two of the three poles of action defined by the European Commission, namely intervention and compensation.

With the extension of compulsory schooling1 , it is important to continue to develop the efforts already underway to remotivate young people, reconcile them with learning or make the most of difficult transition periods, and to develop alternative schooling concepts. Students aged 12 and over are enrolled in specialized classes known as "RELANCE classes", and young people aged 16 and over are enrolled in special-objective classes known as "RECONNECT classes".

1. Mission and objectives

The actions developed comply with the following criteria:

  • Reconciling young people with the system and helping them to continue their education or change direction (RELANCE).
  • Support the young person in learning autonomy and developing socio-emotional skills (RELANCE).
  • Support students and young people who have dropped out of school in learning to be independent and in developing socio-emotional skills.
  • Prepare students at risk of dropping out of school to follow the normal vocational training pathway.
  • Enable young people who have dropped out of school to re-enter vocational training or work as unskilled workers, by certifying certain skills.
  • Enable students or young people who have dropped out of school to (re)orient themselves towards education/schooling.
  • Promote the concept of a quality approach that reflects the activity in question;
  • Set up an individualized training plan.
  • Include the young person's family in the educational project;
  • Network with key players (MENJE, ONE, ORE, partner high schools, various departments, etc.);
  • Provide staff with training and supervision relevant to their activity;

2. Organization eligible for the call for projects

The project leader must meet the conditions for approval by the Ministry of Education, Children and Youth, in accordance with the amended law of September 8, 1998 governing relations between the State and organizations working in the social, family and therapeutic fields.

4. Legal framework and financing

The project and its operation fall, among others, under the scope of the following laws, grand-ducal regulations and conventions:

  • Amended and rectified law of September 8, 1998 regulating relations between the State and organizations working in the social, family and therapeutic fields (ASFT) ;
  • Amended law of December 16, 2008 on child and family assistance ;
  • Amended Grand-Ducal regulation of August 17, 2011 concerning the approval to be granted to managers of activities for children, young adults and families in distress ;
  • Law of July 20, 2023 on compulsory schooling and amending :
    • de loi modifiée du 6 février 2009 portant organisation de l'enseignement fondamental ;
    • the amended law of March 18, 2013 on the processing of personal data concerning pupils.
  • Amended law of June 25, 2004 on the organization of lycées ;
  • Law of July 15, 2011 on access to educational and professional qualifications for students with special educational needs;
  • Amended Grand-Ducal regulation of August 17, 2011 specifying the financing of child and family welfare measures.

Funding for the measures will be guaranteed via an agreement between the Ministry of Education, Children and Youth and the project leader for the activity in question.
Funding for construction costs will be guaranteed through the Fonds pour le financement des infrastructures des établissements d'enseignement privé et des infrastructures socio-familiale. A related agreement will be signed between the Ministry of National Education for Children and Youth and the project sponsor.

6. Selection criteria

When analyzing the projects, a jury will take the following criteria into account:

  • Degree of response to the missions and objectives specified in this call for projects ;
  • Degree of response to the program to build a social and vocational integration center
  • Concept adapted to the needs of this target population;
  • Project linked to existing services and structures;
  • A long-term project offering guaranteed continuity.
