Call for projects

The French Ministry of Education, Children and Youth is launching a call for projects for :

Expansion and/or creation of psychological or psychotherapeutic consultations in the Child and Family Assistance (CFA) sector - 2023

As part of the government's policy to support and care for children and teenagers, the Ministry of Education, Children and Youth (MENJE), in collaboration with the National Office for Children (ONE), is striving to find solutions to meet growing demands for help in the short, medium and long term.
During the 2021 call for projects, we noted that many follow-ups could not be completed as planned; this remains a current concern. We also concluded from a survey of current needs carried out by the ONE that the growth in demand for psychological and/or psychotherapeutic consultation services observed at the start of the pandemic remains high.
The MENJE is therefore launching a call for projects for the extension and/or creation of psychological and/or psychotherapeutic consultations in the Child and Family Assistance (CFA) sector.
This document describes the purpose of the request and the terms and conditions of the managers' participation.
This process revealed two worrying findings:

1. A lack of offers for certain types of care in the AEF sector.

The main focus is on early intervention (0-8 years), with an emphasis on psychological/psychotherapeutic care, differentiating between two distinct age groups and their related needs:
▪ 0-3 years: attachment, parent-baby relationship work, etc. ;
▪ 3-8 years: in early intervention, emphasizing the role of the psychologist within the multidisciplinary team.

2. long waiting times for specialized services (6-12 months).

For the outpatient support system, we are seeing an increased demand for services or psychotherapists in private practice who specialize in :

  • Multi-disciplinary care: for example, a concept that includes a psychological consultation service in conjunction with a psychological, social or educational family assistance service (package 8.1. & package 9.1.) according to the current package logic;
  • Systemic therapy :
    o Indication for cotherapy ;
    o Accompanying and supporting parenthood ;
    o Educational and family consultations (as part of the parent-child dyad) ;
  • Psychological support for disabled children and/or parents;
  • Media therapy (animals, games, art, music, etc.) ;
  • Attachment therapy;
  • Brief therapy ;
  • Outpatient care after a period in psychiatry or in parallel with current psychiatric care ;
  • Management of behavioral problems ;
  • Trauma management ;
  • Care for children with intensive individual and/or group psychotherapeutic/educational needs.

Goals

The actions developed comply with the following criteria:

  • Extend the range of specialized services (see first observation under ambulatory and semi-stationary assistance) on the same site (if possible) or by regionalizing existing services;
  • Create services offering specialized care (see first observation under outpatient assistance);
  • Create services specializing in the types of care described in the second observation;
  • Network with the main players (MENJE, ONE, CePAS, SePAS, various services, etc.);
  • Promote training and supervision related to the activity for psychological staff.

Organization eligible for the call for projects

The project leader must meet the conditions for approval by the Ministry of Education, Children and Youth, in accordance with the amended law of September 8, 1998 governing relations between the State and organizations working in the social, family and therapeutic fields, and more specifically in psychological or psychotherapeutic counseling.

Legal framework and financing

The projects and their operations fall, among other things, within the scope of the following laws, grand-ducal regulations and conventions:

  • Amended and rectified law of September 8, 1998 regulating relations between the State and organizations working in the social, family and therapeutic fields (ASFT) ;
  • Amended law of December 16, 2008 on child and family assistance ;
  • Amended Grand-Ducal regulation of August 17, 2011 concerning the approval to be granted to managers of activities for children, young adults and families in distress ;
  • Amended Grand-Ducal regulation of August 17, 2011 specifying the financing of child and family welfare measures.
    Measures will be financed by hourly rates for psychological or psychotherapeutic consultations governed by the amended Grand Ducal regulation of August 17, 2011 specifying the financing of child and family welfare measures.

Selection criteria

When examining projects, a jury made up of representatives from MENJE and ONE will take the following criteria into account:

  • Geographical location and project accessibility (regionalization, proximity to schools and colleges, proximity to other social network services, etc.): Asset if projects can be integrated in the north and south of the country;
  • The psychological service will be open at times that are accessible and attractive to families: priority will be given to applications offering consultations on Saturdays and evenings;
  • Hiring personnel fluent in the country's three official languages: fluency in any other language is an asset;
  • Degree of response to the objectives specified in this call for projects ;
  • Quick to set up ;
  • Experience in psychological and/or psychotherapeutic counselling ;
  • Project linked to existing services and structures;
  • A long-term project with guaranteed continuity and extension;
  • If results are satisfactory, the project could be transposed to other scales;
  • Possession of a building suitable for this/these offer(s), or current plans to rent or acquire a building (an asset but not a condition).
